18-14338- Keefer, Richard (6502 Colony Park Drive, Merritt Island) 07/05/1979, W/M, VOP Warrant- Grand Theft and Felony Petit Theft at I-4/Dirksen Drive, Debary (Deputy J. Bernard)
V1 admitted to drinking and smoking narcotics. Upon having too much she went outside to her vehicle and "passed" out. When V1 woke up, she realized she was bleeding and believed she was sexually assaulted. The Watch Commander and the on-call Detective Sergeant were notified. Detectives responded to the scene to investigate the case.
Deputies responded to the above location in reference to a person lying on the roadway. Upon arrival, deputies observed V1 lying on the side of the road with an apparent self-inflicted gunshot wound. District Six detectives were notified and responded, along with Crime Scene personnel. Captain Westfall was notified. Case is active to District Six detectives.

Deputies responded to a reported burglary in progress at 328 Gardenia Avenue, Debary. Headrick (R1) and Headrick (R2) reported seeing people within the vacant residence at 328 Gardenia Avenue. Headrick (R1) stated he observed two juvenile males and two juvenile females exiting the residence through a window. Headrick (R1) watched the two females run East on Gardenia and hide in a wooded area. Headrick also provided detailed descriptions of the two male subjects.
Deputies located all four juveniles and determined they broke a window to make entry into the residence. In addition to a broken window a hole was made in a wall by the juveniles while within the residence. Emerson (V1) was contacted. Emerson stated the residence was vacant as it is currently for sale. Emerson stated she wished to pursue criminal charges against all involved individuals.
Two of the juvenile defendants were transported to DJJ, for previous outstanding charges and the Burglary.
The two other juveniles were processed and released to their parent/guardian on home detention with an assigned court date.

Kirkman (R1) reported his 13 year old daughter Kirkman (V1) as a missing juvenile. Kirkman (R1) stated he last observed Kirkman (V1) at approximately 0620 hours just before he left the residence. Kirkman (R1) noticed Kirkman (V1) was missing at approximately 1630 hours. Kirkman (R1) received a text message from an unknown number stating Kirkman (V1) had left and was with her mother, Jones (O1).
Kirkman (R1) has primary custody of Kirkamn (V1) and Jones has not communicated with either party since 2013. Kirkman (R1) believes Jones may be taking Kirkman (V1) back to Chicago, in violation of their court ordered custody agreement. Deputies and Detective Martin utilized several databases in an effort to locate contact information for Jones with negative results. Deputies were unable to confirm if Kirkman (V1) was with Jones.
A Missing Person's Bulletin was created and disseminated, and a BOLO was issued to agencies along possible routes from Florida to Chicago. Kirkman (V1) was entered into FCIC/NCIC as A Missing Juvenile.
Case Status: Active
Deputies located a missing juvenile as he was fleeing from a residential burglary. V1 was listed as a Missing Juvenile. V1 was arrested and transported to DJJ for Contempt of Court regarding his violation of home detention (Pass-On Affidavit) and new charges related to the burglary. The FCIC/NCIC Missing Person Entry was cancelled.
The father was notified of the recovery and subsequent arrests.

V1 reported he hosted a house party the previous night and had 15-20 subjects within his residence. Sometime during the evening unknown suspects entered the open master bedroom and removed cash from V1's wallet and V2's purse which were left on the bed. Deputies made contact with S1 who denied entering the bedroom or taking any money.
V1 Apex Trucking of Edgewater

D1 Coley, Carl S. W/M 2/27/1970 928 W. French Ave. Orange City
R1 reported he was contacted by Central Florida Gun and Pawn, reference to D1 pawning a steel tow cable in which they thought may belong to Apex Trucking company. R1 advised he responded to the pawn shop and identified the cable. Deputies conducted a search of additional pawns made by D1 and discovered he also pawned a Powerstroke generator which belonged to Apex Trucking company. R1 responded to Value pawn and identified the generator. Deputies placed a hold on both items and sent the pawn tickets to tech services for positive identification. Deputies further reviewed video surveillance and positively identified D1 as the subject pawning the stolen items. Deputies completed an arrest affidavit which was served on D1 who was currently in custody at the VCBJ.

S1- Ferdinand D. Thompson, B/M, 02/05/1985, 2085 Altoona Lane, Deltona
V1 reported she received several harassing and threatening phone calls from a blocked telephone number, but she immediately knew the voice on the phone to be her ex-boyfriend Thompson (S1). Thompson turned himself into the Volusia County Branch Jail on 06/15/18 and was released on 06/16/18 for charges of Grand Theft Auto and Harassing Phone Calls, related to V1.
Thompson called V1 13 times from the blocked number and questioned her about why he was arrested. Thompson also threatened to have V1 arrested in retaliation. Thompson made a statement that V1 and her ex-husband who was currently assisting her were going to die. V1 said she feared for safety.
District 4 Deputies attempted to locate Thompson at his listed address. Thompson was not home, and when spoken to by phone stated he was in Sanford. Deputy Santos completed a SA707 Charging Affidavit for Tampering with a Victim and Aggravated Stalking. The affidavit was placed in the District 6 Pass-On Affidavit Folder for the oncoming shift.

V1 accompanied her boyfriend O1 to 389 Park Ave. in Orange City to pick up his child from his ex-girlfriend D1. Upon arrival V1 and D1 engaged in a verbal argument. During the argument D1 struck V1 in the face and chest several times before O1 could separated the two. D1 was arrested for simple battery and transported to the VCBJ without incident.

R1 reported W1 had posted a video on Debary Disc Golf Clubs Facebook page of a vehicle doing donuts at River City Nature Park. R1 advised upon checking the property, he discovered approximately $1,500 in damage to the grass. R1 provided Deputies with the video, which showed a partial tag. Case is active.
V1 Beeler, Elizabeth L. W/F 11/12/1977 405 Hollingsworth Ct. Debary
V1 reported she was contacted by the fraud department of Capitol One, reference to a transaction made to Advocare. V1 advised she contacted Advocare to cancel the transaction and was advised the account was already flagged as fraudulent. V1 was further advised the purchase was made online in the name of S1. Advocare advised V1 it would send her a box so she could return the product which she had in her possession and her account would be credited. Deputies attempted to contact S1 through the phone number provided to Advocare, which resulted in negative results.
V1 Baez, Edgar W/M 4/20/1968 581 Clemson Dr. Altamonte Springs
V1 reported he parked his company van at the Debary Park and Ride in Debary on today's date at approx. 0930 hours. V1 returned to the van at approx. 1340 hours and discovered the rear passenger side door key hole was damaged and drilled out. V1 reported numerous misc. tools stolen, to include several battery powered Milwaukee toolsy. V1 advised he has the serial numbers of some of the stolen tools at his residence and he will contact Deputies once he locates them.
Deputies responded to 150 W. Minnesota Ave. in Orange City reference to a domestic violence complaint. V1 reported she was in a verbal disturbance with the father of her child. During the argument, D1 forcefully removed V1's phone from her hand, causing several minor lacerations and bruising. After D1 was taken into custody, it was discovered the incident occurred in Orange City's jurisdiction. Orange City PD was advised of the incident and they requested VCSO assist with the call due to their call volume. D1 was transported to the VCBJ without incident.

Plunkett (D1) and Plunkett (D2) traveled together to 1747 W. Blue Springs Avenue to confront Moore (V1) over an unpaid debt. A verbal argument ensued and then turned physical. Plunkett (D1) And Plunkett (D2) pushed Moore to the ground and struck him repeatedly about the head and body. Plunkett (D1) and Plunkett (D2) both fled the scene prior to deputies arrival. Plunkett (D1) and Plunkett (D2) were each contacted at their respective homes and arrested for simple battery.
Case Status: Closed / Adult Arrest
V1 and S1 were in several arguments throughout the day. Early this morning, an argument became physical. During the altercation V1 sustained a gunshot wound. V1 succumbed to his injury and was pronounced deceased on scene. The Watch Commander was notified, ISS and crime scene responded. All parties at the residence were on scene when deputies arrived. The investigation was turned over to MCU.

18- 13923- 02/05/1985, Deltona. Auto Theft and Written threats to kill or injure.
V1 gave S1 detailed instructions on the use of her car. V1 allowed him to drop her off, drive straight her and return to pick her up. S1 left with the vehicle and never returned. V1 sent several text messages advising S1 to return the vehicle. S1 refused and continued to use the vehicle without permission. S1 returned the vehicle to V1's residence without anyone's knowledge. All efforts to locate S1 were met with negative results. While Deputies were on scene, S1 sent a text message to V1 advising he would kill her. n SA707 Charging affidavit was completed and passed to day shift.
V1- Arguelles-Hernandez, Jose 06/01/1994, 41 Hydrangea Lane, OC
V1 advised unknown suspects entered the residence through the front door by forced entry. While inside, the suspects removed two PlayStation 4 game consoles. Deputies did not see any evidence proving forced entry. No physical evidence was obtained and no cameras in the area. Case active to Deputy Williams.
V1 and D1 were in a physical altercation after V1 told D1 he was ending the relationship and got another woman pregnant. Upon hearing this news, V1 pushed D1 several times and pulled several dreadlocks from his head. V1 refused rescue and D1 was transported to VCBJ.
During an unknown time frame, unknown suspects appeared to have broken into four different unlocked vehicles. Contact was made with the owners of every vehicle and each one advised they did not wish to report any theft. With the exception of one vehicle, each one had been there for an extended period of time.

V1 was observed walking in the area. Deputies contacted him and observed he was in good health. V1 had an open warrant (OTTIC) for his arrest, and was subsequently arrested (case number 18-13880). V1 was transported to DJJ. Ms. Quann was notified. V1 was removed from FCIC/NCIC.

Deputies responded to this location for a reported trespassing complaint. Deputies encountered five people at this location, one of which would later be identified as D1. D1 fled from the scene on foot and a perimeter was established. With the help of Orange City Police Department Units, Air 1, and K9 Deputies Luoma and Eisen, D1 was captured a short time later in the heavily wooded clay pit north of this location. The watch commander, LT. Day, responded to the scene and completed the K9 apprehension paperwork. D1 was transported to the hospital and later the Branch Jail with an open warrant and resisting arrest charges.

V1 reported around the first of the month her cat disappeared; she offered a reward of $500 for the cat's return. V1 was contacted through e-mail by S1 and S2 who advised they found the cat while on vacation in Debary and have since returned home to Tennessee. V1 requested the cat be taken to a local vet. and scanned to provide the chip number. S1 complied and provided V1 with the chip number as requested. V1 has since sent S1 the $500 in several transactions as requested. However, S1 is refusing to return the cat and has demanded more money.

D1 was located inside the bathroom of the 7-Eleven, after the store clerk called and advised D1 was in the restroom for more than 30 minutes. Upon making contact with D1, deputies observed a syringe on the bathroom floor next to her belongings. After further investigation, deputies found cocaine in D1's possession. She was transported to the VCBJ. After arriving at the jail, D1 complained of chest pain and was transported to Halifax, where she was medically cleared.
V1- Wadriski, Joyce 12/31/1956, 307 Riviera Drive, Debary
S1, a juvenile, went to the residence to fight another juvenile. While trying to get the juvenile to come outside, S1 punched a window on the residence, breaking the window. A Juvenile 707 was completed and forwarded to the State Attorney's Office.
V1- Lowe, Sergio 06/26/1988, 308 Riviera Drive, DeBary
V1 discovered a juvenile subject inside a vehicle parked in his front yard. S1 did not have permission to be in the truck. S1 fled the scene in an unknown direction. V1 did not observe anything missing from the vehicle. All attempts to locate S1 were unsuccessful.

V1 reported at approximately 0545 hours, unknown suspect(s) threw a rock through her bathroom window. Case is active pending processing.

D1 became angry about a lighter and pool towel while visiting a location in Orange City. She began yelling at V1, a juvenile, calling her several vulgar names. V1 became frightened and would not go to D1 after being told to. D1 chased V1 around the pool. After catching V1, D1 grabbed her by her shoulders and placed V1 in a headlock position. V1 pushed D1 away and ran inside the residence and hid under a bed. V1 received several scratches on her chest area during the incident. D1 was located in Apopka by the Apopka Police Department. D1 was transported to the Orange County Jail, where VCSO responded to complete the out-of-county paperwork. The Watch Commander was notified. DCF responded to the scene and allowed V1 to stay at the residence with an adult friend.

R1 reported unknown suspect(s) attempted to steal V1's 1990 Volkswagon Corrado from the driveway of the residence. R1 advised V1 is deployed out of the country, and had left his vehicle at his residence for safekeeping while he was away. Deputies observed the ignition wiring was removed and appeared tampered with. V1 was contacted and advised of the incident. Case is active to Deputy Otte for further investigation.
After drinking alcoholic beverages in excess, D1 became upset with V1 and V2 and physically attacked them. D1 was subsequently arrested for two counts of DV battery and transported to Florida Hospital Fish Memorial for medical clearance prior to being transported to VCBJ. Case is closed.
V1 advised sometime overnight, unknown suspect(s) entered V2's unlocked vehicle and stole his black Timberland wallet. Case is active to Deputy Custer for further investigation.

Juvenile V1 was located at the DeBary Splash Pad in good health. V1 was arrested for contempt of court. DJJ advised to release V1 to his guardian for the charges. While in custody, V1 made suicidal statements, and was subsequently transported to HBS. Case is closed.
Missing juvenile V1 was located at the DeBary Splash Pad. He was in good health. As deputies were speaking with V1, V1 became agitated, and for officer safety, deputies secured V1. V1 was found to be in possession of brass knuckles, and was ultimately arrested. Upon arrival to the District Office, V1 intentionally kicked the holding cell door while it was being closed. V1 was subsequently arrested for battery on a LEO. V1 was released to his father per DJJ with a court date. Ms. Quann was notified. See VCSO case number 18-13544 for further narrative.

V1 advised his son's friend, S1, wrote several checks out to herself from V1's bank account. V1 advised six checks were written, totaling $446. V1 indicated he wished to pursue charges. Further investigation is required, and will be conducted by Deputy Santos. Case is active.

Bostic (R1) reported Emanuel (V1), a juvenile, did not report to court-appointed school (AMI) on 06/05/2018 and has not returned home. On today's date, Emanuel's probation officer (Cosner) came to the residence to check on Emanuel. Emanuel was not home and was in violation of his court-ordered curfew. Deputy Martir notified Ms. Quann of the violation and was instructed to complete a 707 for Violation of Probation.
Deputy Martir completed an affidavit and placed it in the District 6 Pass-Along Folder.
Emanuel was entered into databases as a Missing Juvenile.

R1 reported on 5/29/18 her juvenile son V1 was staying at his dad's (S1) residence in Volusia County. While there, S1 was upset with V1 over his behavior on the phone and spanked V1. V1 advised R1 of the incident upon returning home on 6/3/18. R1 observed V1 had excessive bruising on his buttocks and reported the incident to Longwood PD, which reported the incident to DCF, which began an investigation and advised R1 to report the incident to Volusia County. R1 currently has V1 with her and S1 will not have contact with V1.

V1 reported sometime overnight, unknown suspects stole her kids' bicycles from the driveway of her residence. V1 described the bicycles as (1)a black and red mountain bike and (2) a blue, black and white bicycle. V1 was unable to provide the make, model or serial number of either bike.

V1 reported on today's date, his company was performing tree service work at 1320 4th St. in Orange City. While on the job site, a Stihl 441 chainsaw valued at $1,000.00 was left unattended while work continued. V1 later discovered the chainsaw missing. The chainsaw was entered into databases as stolen.

The residents at 101 and 102 Highland reported person(s) unknown tampered with and/or damaged their mailboxes overnight. Holtz reported her mailbox at 102 Highland Avenue was pulled up out of the ground and laid down. The mailbox sustained no damage and was able to be reset. Ingo reported her elderly aunt's mailbox was bent over with numerous dents in the metal mailbox. A neighborhood canvass revealed no new information.

O1- Jessie James Wheeler Jr., B/M, 12/17/1981, 933 Greenleaf Circle Apartment 4, Orange City
Sergeant Gowan attempted a traffic stop on a black, Honda Accord, 2-Door bearing FL license plate 4827YM, for an equipment violation. The driver of the vehicle failed to stop and discarded a backpack out the driver's window. The vehicle continued to flee and could not be located.. Sergeant Gowan returned to the backpack and discovered it contained 159.4 grams of cannabis, a scale and plastic baggies.
The vehicle was located crashed and abandoned in front of 355 S. Orange Avenue, Orange City. The vehicle was unoccupied. Contact was made with the vehicle owner, Wheeler (O1). Wheeler stated he must have left the keys in the ignition and left the vehicle unsecure. Wheeler did not want to report the vehicle as stolen. He was informed the vehicle was towed by C&S Wrecker Service.
A copy of the report was forwarded to West Volusia Narcotics Task Force.

V1 Humphrey, Christopher S. W/M 5/14/1970 177 Hammock Oak Circle. Debary
V1 reported on 6/5/18 at approximately 1730 hours, he was at the driving range at Debary Golf and Country Club in Debary. V1 advised he left his driver valued at $700.00 behind as he went to play his round of golf. V1 later returned and the club was missing. V1 advised he checked with staff members for a possible suspect and his efforts were met with negative results. District VI detectives will follow up on the case.
V1 Fess, Sandy H. W/F 2/27/1956 324 Burchington Dr. Debary
V1 reported she was at Gateway Park in Debary when she observed a white SUV occupied by 3 or 4 Hispanic males back in beside her vehicle. V1 started toward her vehicle at which time her doors unlocked automatically from her key fob. The rear driver's side passenger exited the SUV and opened V1's door, closed it, then fled the area in the SUV. V1 checked her purse and didn't realize her wallet was missing until 15-20 minutes later when she was at home. The suspects used V1's credit / debit card at Target in Orange City for two transactions. The suspects attempted to use the card at the WaWa in Orange City; however the transaction was declined.

V1 and D1 were in a physical altercation after V1 told D1 not to drive because she was intoxicated. D1 pulled V1 by the hair and pushed him out of the way. V1 refused medical attention and D1 was transported to VCBJ.
