SEX OFFENDER ARRESTED, CHILD PORNOGRAPHY DISCOVERED ON PHONE

Cooperation between VCSO, state’s Bureau of Probation and Parole leads to arrest

A registered sex offender arrested for violating the terms of his release is facing additional charges after Volusia County sheriff’s detectives discovered child pornography on his cell phone – a discovery credited to an increased level of cooperation and information-sharing between VCSO and Probation and Parole officers with the state Department of Corrections.

The offender, 57-year-old Glenn W. Warren (DOB 1/30/1961) of New Smyrna Beach, was initially arrested Feb. 1, after a Probation and Parole officer notified a VCSO detective that Warren was using accounts on Gmail and on the Grindr app.

Warren had not registered his Gmail or Grindr accounts with the VCSO Career Criminal Unit, which manages the sex offender registry, or with the Department of Corrections’ Probation and Parole Office as required because of his status as a sexual offender. It was also discovered Warren was posting explicit photos of his genitals on the Grindr app.

Warren came to the Sheriff’s Office for an interview and was ultimately charged with failure of a sex offender to properly register, a felony.

During a search of Warren’s vehicle, a Probation and Parole officer found Warren’s cell phone, which was turned over to VCSO detectives for forensic examination.

That examination led to the discovery of several images of child pornography. While criminal charges are pending the completion of a full investigation into that case, Sheriff Mike Chitwood said the teamwork between VCSO and the Department of Corrections has paid off as intended. Since last June, the Department of Corrections’ Probation and Parole officers have been co-located with detectives in the Sheriff’s Office Operations Center in Daytona Beach – allowing better communication and faster information-sharing, leading to actionable intelligence that improves law enforcement and public safety.

“This arrest is proof positive that our partnership with Probation and Parole is worth it, and that it’s working,” Sheriff Chitwood said. “The intent was to share information instantly whenever possible, and that’s what happened here. We monitor some of our county’s worst offenders, and teamwork like we saw in this case will help ensure we hold them accountable and do everything we can to stop them from hurting anyone else.”

On Wednesday, while remaining in custody at the Volusia County Branch Jail with no bond, Warren was also charged with violation of probation in reference to his original charges from 2006 in Port Orange: two counts of possession of a sexual performance of a child.
